1. Background

In line with the “ New Program for the Establishment of Internal Affairs Units in All Government Institutions ” jointly implemented by the Presidential Secretariat and the Commission to Investigate Allegations of Bribery or Corruption under the Anti-Corruption Act No. 9 of 2023 , an Internal Affairs Unit ( IAU) has been established within the Health Sector of the Ministry of Health and Mass Media . The objective of this initiative is to promote a transparent , accountable and corruption-free public service. The Internal Affairs Unit of the Health Sector of the Ministry of Health and Mass Media was established with the above objectives in mind.

Any information about irregularities , corruption or fraud occurring in the health sector – either nominally or anonymously – may be reported by depositing a written complaint in the “ Complaint Box ” located at the Ministry premises or by using the following channels: Internal Affairs Unit , Ministry of Health, No. 385, Suwasiripaya, Ven. reflects a broader effort to establish Internal Affairs Units across all government ministries , departments and agencies , fostering a culture of integrity , accountability and effective public service delivery throughout Sri Lanka .

3. Main objectives

The Internal Affairs Unit of every institution is expected to achieve the following objectives.

  1. Preventing corruption and developing a culture of integrity within the organization.
  2. Ensure transparency and accountability in all activities of the institution and ensure public access to information related to institutional activities and decisions.
  • Promoting ethical governance within the organization.
  1. encourage reporting of misconduct , protect whistleblowers, and maintain confidentiality.
  2. Assist in law enforcement in cooperation with law enforcement agencies and the Commission of Inquiry into Allegations of Bribery or Corruption.

 

4. Responsibilities and tasks

The following specific responsibilities and tasks have been assigned to the Internal Affairs Unit to ensure proactive , clear and focused anti-corruption efforts targeting key elements of corporate integrity .

  1. Review current procedures and circulars to identify systemic bottlenecks within the organization and simplify them to increase operational efficiency .
  2. Corruption Risk Assessments to identify areas within the organization that are vulnerable to corruption and unethical behavior and take targeted preventive measures.
  • Develop and implement a corporate compliance action plan that includes specific anti-corruption objectives and strategies tailored to the needs of the organization.
  1. Compliance with national anti-corruption strategies by aligning institutional policies and practices with the National Anti-Corruption Action Plan.
  2. Compliance Assessments to evaluate the institution’s compliance with national and international anti-corruption laws, including the Anti-Corruption Act No. 9 of 2023, and identifying areas for improvement.
  3. Ensuring compliance with asset declaration requirements for all public officials and employees and managing conflicts of interest in accordance with the Bribery or Corruption Investigation Commission Regulations and the Anti-Corruption Act No. 9 of 2023 .
  • Establish a secure system for receiving and managing complaints regarding corruption and unethical conduct within the organization , ensuring that all such complaints are dealt with expeditiously by the relevant officers or units, and providing regular updates to relevant stakeholders who make inquiries, ensuring transparency and accountability. As necessary , refer relevant facts , findings or information to the Commission to Investigate Allegations of Bribery or Corruption for investigation under the Anti-Corruption Act .
  • Develop and publish a citizen charter that describes the services provided by the institution.
  1. Including a standardized code of ethics to be followed by public officials. Establish and enforce policies that promote ethical governance.
  2. Taking other measures, including training and awareness-raising, to motivate staff to remain committed to anti-corruption principles.
  3. Act as the institutional focal point for the National Anti-Corruption Integrity Assessment , ensuring that the institution participates in and aligns with the integrity assessment activities conducted by the Commission to Investigate Allegations of Bribery or Corruption and the National Anti-Corruption Framework .
  • Maintaining liaison with the Commission to Investigate Allegations of Bribery or Corruption to obtain ongoing guidance and assistance in carrying out the duties of the unit.
  • Preparing periodic and annual reports summarizing the activities of the Internal Affairs Unit , progress of anti-corruption initiatives , challenges faced and recommendations for future actions.
  • Formulate and implement plans to improve compliance with the participation of private sector stakeholders.
